THE COLLEGE
Opened in August 2011, Wellington College International Tianjin is the first overseas international school partnered with Wellington College, United Kingdom. Wellington College International Tianjin will provide the same high standards of excellence and depth of education as Wellington College in the UK.
Wellington College in the UK was founded by Queen Victoria in 1859 as the national monument to one of Britain's greatest military figure, the Duke of Wellington, who also served the country with distinction twice as Prime Minister.
 
Centrally located on a newly purpose-built campus in the city of Tianjin, the College boasts impressive facilities designed in the distinctive classical style of Wellington College in the UK, including fully-equipped interactive classrooms, a library, an indoor gymnasium, a sports field, a swimming pool and a state-of-the-art theatre.  The College caters for children aged from 3 to 18, with a dedicated nursery block, the Nest, housing the younger students on the same site.

GOVERNANCE
Wellington College International Tianiin is run by a Board of Governors made up of local representatives and those appointed by Wellington College in the UK.
 
 
LIFE IN TIANJIN
Tianjin is the sixth largest city of the People’s Republic of China in terms of urban population.  Tianjin Municipality borders Hebei province to the north, south and west; Beijing is to the northwest and Bohai Gulf to the east.  Tianjin has seen rapid development since the late 1970s and is now home to the Binhai New Area, a Pudong-like special economic zone.  Tianjin cuisine places a heavy focus on seafood, due to its proximity to the sea.  Tianjin is a respected home base of Beijing opera, one of the most prestigious forms of Chinese opera. The C trains take only 30 minutes to travel between Beijing and Tianjin.
 
THE POSITION
The Director of Finance and Operations has overall responsibility for all non-educational functions of Wellington College International Tianjin.
 
The appointment will be made by the Board of Governors, in agreement with the Headmaster. 
 
The Director reports to: 
  •  the Board of Governors for finance and school governance 
  •  the Headmaster for all other matters
 
The Headmaster is responsible to the Governors for the overall well-being of the College, and the Director is accountable for the implementation and daily running of the financial and administrative systems, and the timely flow of accurate and relevant financial information to support that process.  However, the Director has the right of direct access to the Chairman and the lead Governor on financial and legal matters.  
 
 
Main Responsibilities
 
Secretary to the Board
The Director will act as the Secretary to the Board and is responsible to the Chairman for the processing of all matters relating to the Board members’ responsibilities.  
 
The Secretary acts as ‘secretary’ at all meetings of the College Board and related committees. The Secretary is responsible for preparing the agenda for all meetings and for the subsequent production and distribution of the minutes.
 
The Secretary has direct access to the Chairman of the Board. 
 
Financial
The Finance Department works under the general direction of the Director.  The Director holds ultimate responsibility for the preparation of the budgets and financial projections of the school and for the control of expenditure within the approved budgets.  The Director also bears the responsibility for the maintenance of the school’s accounting records, the preparation of all students’ accounts and for ensuring their prompt settlement. 
 
The Director will be responsible for the preparation and filing of statutory financial statements and for all tax filings and compliance with tax regulations.
 
 
Human Resources
The Director is responsible for the smooth running of all departments within the Administrative structure of the College, and is expected to produce and implement plans for the development of the structure over the next five years, as the Colleges continues to grow in geographical size and numbers. These should be designed to rationalise responsibilities, to increase effectiveness and efficiency and to confer greater flexibility in the interests of the College
 
The Director is responsible for the appointment of all non-teaching support staff but will be expected to discuss such appointments with the Headmaster in the case of the more senior posts.  The Director will also be responsible for all disciplinary matters concerning the non-teaching staff.
 
The Director is responsible for overall leadership and management of all members of the non-teaching staff who are employed throughout the College and for appraising key members of staff. The Director will assist in identifying areas in which they would benefit from training, and arrange accordingly. 
 
The Director is the Wellington’s Safety Co-ordinator with responsibility for ensuring that the College complies with the highest standards of health and safety legislation, and for ensuring that the College’s Safety Policy is kept up to date.  The Director will be responsible for chairing the regular Safety Committee Meetings and for arranging the annual health and safety audit.
 
 
Buildings and Grounds
The Director is responsible for the maintenance of all College buildings. The Director is responsible for the upkeep of the College grounds and playing fields.  
 
The Director is also responsible for the cleanliness, good condition and security of the College buildings and other facilities.  
 
The Director is responsible for the arrangement of all College staff accommodation, its sourcing and upkeep, following its allocation by the Headmaster. The Director is also responsible for any letting arrangements of College property to outside organisations. 
 
 
Record Keeping
The Director is responsible for the maintenance of full and complete archives relating to all school functions especially financial and budgeting, the physical plant, student records and employee records. 
 
The Director needs to ensure that the College always has accurate and up to date records of all necessary information on students and their families.  
 
The Director also supervises the collection and organization of information about applicant families, ensuring that the communication with those families is prompt, precise and informative while making sure that the Headmaster, and such other staff members as may be involved from time to time in the admissions process, can receive information about applicant students in a useful and accurate form.
 
The Director is also responsible for all the administrative and financial arrangements involved in the withdrawal of students from the College.
 
 
General Administration 
The following responsibilities should be considered of a general nature and may in part be covered by other responsibilities set out above:
Supervision of technology and technology support staff.  Computerization of school administration, admissions, student files, etc. 
The negotiation of contracts especially, for example, the cafeteria, the provision of bus transport and school uniform with outside suppliers and oversight to ensure that the contracts are implemented as agreed.
The maintenance of fully adequate insurance policies covering all risks likely to affect the school's physical plant, students, and employees.
Proper registration of all certificates and license with government and regulatory authorities. 
 Ensure proper legal review and minimise risks on all school contracts and documents. 
 
 
THE PERSON
 
The right person for this position would be expected to possess the following experience,  skills, personal style and behaviour:  
 
  • Language – The Director should be fluent in Mandarin and English
  • China Experience – The Director should have senior management experience in China.  
  • Financial Experience – The Director should hold a professional accounting qualification such as CPA or ACA.  The Director should have experience working in the finance department and must be a vigorous budget controller.  Experience in consulting is a plus. 
  • Operational Experience – The Director should have experience managing the daily operations of a business.  Knowledge in the international education sector is an advantage though not essential. .
  • Strategic Vision – a forward thinker with the wisdom to reconcile the business needs of the College with the educational and pastoral aspirations.  The Director will be required to contribute to the College’s strategy which is reviewed annually.  
  • Leadership – capable of strong leadership and of motivating the workforce.  
  • Communication Skills – capable of communicating effectively with all members of the College community.  Tolerance, tact and diplomacy will be fundamental to the forging of effective working relationships.  
  • Involvement – the Director must be prepared to be a full participant in all aspects of College life.  
  • Management Experience – the Director will need to be a competent administrator, and be skilled in time management if he/she is to keep abreast of the wide-ranging responsibilities of the role.
 
 
TERMS AND CONDITIONS
An excellent remuneration package is available to the right applicant.  Holiday entitlement is generous in recognition of the fact that the post holder is expected to work such hours as shall be necessary to discharge properly the above duties and responsibilities. 
 
Subject to their meeting the entry criteria of the College, school-age children of the post holder may be educated at the school free of charge.
